Without 2/3 Majority Votes, Indy Hall Speaker Sanctions Reinstatement of Suspended Defence Commissioner 

 

Without 2/3 majority votes,  Indy Hall Speaker, Hon. Gbadebo David,  sanctioned the reinstatement of the  indefinitely suspended Defence Commissioner of the  hall, Adetomiwa Onasanwo, IndyPress reports.

Recall that Indy Hall Legislative Council, during its third ordinary sitting held on October 15, 2025, had indefinitely suspended  the Defense Commissioner for receiving fine payment into his personal bank account.

In a memorandum dated October 23, 2025, and consigned by the Speaker of the 14th Assembly, Hon Gbadebo David, and Clerk, Matthew Ugochukwu, the Council disclosed its resolution on the Defense Commissioner’s case, stating he was not guilty of the allegations against him, and authorizing his reinstatement along that of Indy Hall Administrator General, Peculiar Adedeji, who was suspended for seven days for financial irregularities, defiance of constituted authority and administrative negligence.

Responding to why the  reinstatement of Defense Commissioner was sanctioned without a convened legislative sitting and approval by  2/3 majority  votes, the Speaker of the Council, Hon Gbadebo David told IndyPress, ”A good number of council members are not available on campus due to the ASUU strike. Then, seeing that the audit for the Defense commissioner has been done and he was not found faulty he had to be reinstated. While the punishment for taking such money into his account is the suspension for about 7 days that he served.”

“The hall needs the defense minister as early as we can because of the issues of security around the hall and also the council of defense ministers within the university too have their own plans so if the council should wait till we have a physical sitting it might not be this week,” he added.

When IndyPress requested the Council’s Audit and Disciplinary reports on the Defense Commissioner’s case from Hon Gbadebo David, he declined.

A similar request for the two reports was also turned down by the Clerk of the Council, Hon Matthew Ugochukwu, who stated that he could only provide the reports on the directive of the Speaker of the Council.

“Good afternoon, Mr. Petcom. All requests should be directed to the speaker.I can only act based on directives from the Speaker sir. As of the time of this request, I am yet to receive any directive regarding the release of any document whatsoever. Thank you for your understanding,” Hon Matthew Ugochukwu said.

The reinstatement of the Defense Commissioner by Hon.Gbadebo David without a convened legislative sitting and two-third majority votes by the Council raises concerns about the violation of the Section III(3) of Indy Hall Constitution, which states that the Council “shall legislative all the matters brought before it by the way of motion or bill and such legislation shall come into force on its being signed by the ⅔ of its members present.”

The failure of the Speaker  and the Clerk to provide the Audit and Disciplinary Committee reports on the Defense Commissioner’s case equally raises concern about the Council’s disregard for pubic transparency and accountability.
